Detailed Description
Most organizations that claim to be agile are not. They have adopted sprints and standups but have not changed how they fund work, structure teams, measure success, or make decisions. The result is waterfall with agile terminology: feature factories that deliver on time to spec while customers leave because nobody validated whether the features mattered.
This assessment evaluates agile and product management maturity across eight dimensions. It examines product strategy (is investment outcome-driven or feature-driven?), backlog management (is the backlog a prioritized instrument or a dumping ground?), team dynamics (are teams empowered or just assigned?), engineering excellence (does CI/CD enable flow or create bottlenecks?), scaled coordination (do teams collaborate or just synchronize?), flow metrics (is cycle time measured or is velocity the only metric?), stakeholder engagement (is the product owner empowered or a proxy?), and continuous improvement (do retrospectives produce change or just sticky notes?).

Audience
VP of Product / Head of Engineering / Agile Coach / Scrum Master / Delivery Manager / CTO. Also valuable for PMO leaders assessing agile transformation progress and engineering directors evaluating delivery capability.
Purpose
Identifies where agile practices are performative rather than effective. Shifts teams from ceremony compliance to outcome delivery, from feature factories to empowered product teams, and from velocity theater to genuine flow optimization.
Effort
