Overview

A 53-question diagnostic across 8 domains that follows a technology request from the BRM request funnel to measured benefit: governance and process, people and enablement, intake, triage, sizing and value, decisions and handover, automation and integration, and analytics. Written for the head of IT demand management or IT portfolio manager who needs to answer: does every request reach IT through one channel, get checked against what already exists, receive a fair and fast decision based on value, and deliver the benefit it promised?

Detailed Description

Every organization has more technology requests than capacity. Without demand management, requests arrive by email and corridor conversation, the loudest voice wins, similar needs are built twice, business units buy their own technology, AI tools arrive without risk review, and nobody can say whether approved work delivered what it promised.

This assessment follows a request from the new demand exit of the BRM request funnel to measured benefit. It starts with the policy, the stages and gates of the demand process, the owner, steering committee, funding, liaison coverage and planning calendar, then the skills, process rollout, awareness, requestor enablement and collaboration that make the process work. It examines the demand platform, single intake channel and form, the shaping entry rule, idea capture, fast track and self-service. It covers triage, categorization, the check against existing and planned catalog services, the architecture reuse review, specialist routing, routing of AI demand to AI risk tiering and shadow demand, then sizing, costing, strategic scoring, validation of mandatory demand, benefits, capacity checks and estimate calibration. It looks at review board decisions, feedback to requestors and sponsors, escalation, handover to delivery and to the service pipeline, and backlog re-scoring, then automation, finance integration, data quality, controlled AI assistance in triage and pipeline reporting. It closes with pipeline analytics, forecasting, benefit outcome feedback into scoring and sizing, requestor satisfaction, leadership acceptance and benchmarked improvement.

Each question is scored on whether the practice is documented, implemented and effective, so the results show whether a gap is a missing standard, an adoption problem or a measurement problem.

Assessment Details

Audience

Head of IT Demand Management / IT Portfolio Manager / CIO / Business Relationship Managers / PMO Lead. Secondary: IT finance, enterprise architects, AI governance leads, service catalog owners and business sponsors.

Purpose

Shows how reliably technology demand turns into the right decisions and delivered value, exposes where requests leak, stall, duplicate existing services or bypass AI and architecture review, and gives each gap a concrete next step and a measurable target.

Effort

Initial assessment: 8-10 hours of interviews with the demand owner, BRMs or liaisons, triage analysts, the review board, architecture, AI governance, the catalog owner, PMO and finance. Evidence gathering: 2 weeks, including a walk-through of recent demand items from intake to handover. Reassessment: 4 hours.

Cadence

Annually, and within 60 days of a major change to the intake platform, the BRM request funnel, the governance model, the budgeting cycle, the AI use case process or organizational structure.

Framework Alignment

COBIT 2019 ITIL 4 ISO/IEC 20000-1:2018 ISO 21504:2022 BRM Institute BRMBOK TOGAF Standard 10th Edition ISO/IEC 42001:2023 NIST AI RMF 1.0 OWASP Top 10 for LLM Applications 2025

KPIs

  • Channel Compliance - Share of demand items first logged outside the intake portal. Target: under 10%.
  • Triage Timeliness - Share of submissions triaged within the triage service level. Target: 90% or higher.
  • Catalog Redirects - Share of triaged items resolved by an existing or planned catalog service. Target: 20% or higher.
  • Decision Cycle Time - Median days from submission to approval, rejection or deferral. Target: 30 days or fewer.
  • Estimate Accuracy - Share of delivered items whose actual cost fell within the demand-stage estimate range. Target: 75% or higher.

Dependencies

Business Relationship Management (v10.9.6): owns the request funnel whose new demand exit enters the demand stages, the BRM coverage plan and the shaping techniques BRMs use before intake. Technology Service Catalog (v10.9.6): owns the catalog and service pipeline that triage checks and that service-changing demand enters at handover. Enterprise Architecture (v7.9.6): owns the portfolio assessment criteria applied in the architecture reuse review and the architecture intake route. AI Governance (v11.9.6) and AI Use Case Lifecycle Management: own AI use case intake, risk tiering and approval that AI demand is routed to. Value Realization and Investment ROI (v7.9.6): owns the business case template and the Benefits Register whose results feed back into scoring and sizing. PRINCE2 Aligned Portfolio Management Capability and Performance (v6.9.6) and IT Budget and Financial Management (v9.9.6): own the capacity plan, portfolio register and budget lines demand decisions rely on; investment ranking criteria sit in the IT Investment Planning Framework owned by Technology Governance and Strategy (v10.9.6). Recommended: Use a twelve-month demand extract; run the BRM, Technology Service Catalog and Value Realization assessments alongside this one.
