Overview
A 69-question diagnostic across 10 domains that evaluates how work is classified, and how projects and programs are governed, planned, controlled, resourced, contracted, assured, closed and overseen as a portfolio, including operationally funded projects run on a light track and the use of AI in project work. Written for the Head of PMO or Portfolio Director who needs to answer: is all project-sized work visible, do our projects deliver what was promised on time and on budget, and can we prove the benefits arrived?
Detailed Description
Projects should succeed because of the system around them, not the heroics of a few strong project managers. In immature organizations, large upgrades run as business as usual because they are not new spend, projects start without a real business case, estimates are optimistic guesses, schedules have no working critical path, contingency is spent on anything, contractor variations arrive as surprises, status reports stay green until the week before failure, and nobody checks whether benefits ever arrived.
This assessment starts with the PMO mandate and governance: charter, sponsorship, strategic alignment, decision rights, boards and escalation. It then asks whether work is classified by clear rules into portfolio components, programs, projects, minor work and operational work, and whether project-sized work run by line teams from operating budgets follows a light track that keeps it visible without heavy paperwork. It checks common standards, lifecycle, approach selection, business cases with sustainability targets and stage gates; then requirements, estimating, schedule quality, contingency and reserve, baselines and acceptance. It tests risk, issues, change, status reporting, forecasting and earned value; resources, procurement and contract administration; stakeholder engagement and organizational change; quality, assurance, handover, benefits and lessons; portfolio visibility, prioritization, program coordination, dependencies, health reviews and stopping projects; and finally competency, culture, tooling, AI-assisted project management and the PMO improvement program.
Each question is scored on three dimensions: Documented, Implemented and Effective. This exposes methods that exist on paper but not in daily work, practices that work only because certain people run them, and controls that run but are never measured. The result is a prioritized improvement plan tied to named documents, measurable targets and the dependencies between practices, aligned with ISO 21500 family standards, the PMBOK Guide 8th Edition, PRINCE2 7, COBIT 2019 and the Saudi EXPRO National Manual for Project Management.
Assessment Details
Audience
Primary: Head of PMO and Portfolio Director. Secondary: program and project managers, project controls, executive sponsors and board members, finance business partners, procurement and contract managers, business and benefit owners, and line managers who run operationally funded projects.
Purpose
Shows how reliably approved work becomes delivered outcomes: where project-sized work escapes the portfolio, where estimates, schedules and reserves cannot be trusted, where governance and control break down, where contracts and resources leak cost, and which improvements will most raise on-time, on-budget and benefit delivery. The result is a prioritized, evidence-based plan tied to named documents and measurable targets.
Effort
Initial assessment: 12 to 16 hours of assessor time over two to three weeks with the PMO lead, sponsors, project controls, project and program managers, finance, procurement and contracts, and business owners. Evidence gathering: the Portfolio Register, methodology and templates, a sample of five to eight active and recently closed projects (including at least two light-track projects) traced from classification to benefit review, schedules, estimates, reserve and variation logs. Reassessment: 6 to 8 hours.
Cadence
Annually, plus a targeted reassessment of Domains 2 to 4 after a PMO restructuring, a new delivery method or portfolio tool, a major capital program start, or a significant project failure.
Framework Alignment
KPIs
- Gate Integrity - Projects passing a stage gate without meeting exit criteria or a recorded waiver, per quarter. Target: 0.
- Schedule Quality - Share of major project schedules passing the schedule quality checks at baseline and each monthly update. Target: at least 90%.
- Forecast Accuracy - Share of closed projects whose forecast three months before close was within 10% of final cost. Target: at least 80%.
- Red Project Decisions - Share of red-rated projects with a recorded recovery or stop decision within one review cycle. Target: 100%.
- On-Time, On-Budget Delivery - Share of closed projects finishing within schedule and cost tolerances of their final baseline. Target: at least 75%.
