Overview
A 48-question diagnostic across 7 domains that evaluates whether technology investments deliver the value they promised, and whether the organization moves money away from investments that do not. Written for the CIO, the CFO and the investment review board who need to answer: what did we get for what we spent, and what should we stop?
Detailed Description
Many organizations approve technology investments on business cases nobody revisits: benefits are counted twice by two programs, time saved by AI tools is reported as savings while headcount and budgets stay the same, cases that miss their numbers are rescoped rather than stopped, and validated returns never change how the next case is estimated. This assessment follows one investment from mandate to retirement: the value framework, review board, benefit and appraisal standards, sponsor accountability and benefit owner enablement; the business case, lifecycle cost including consumption and AI costs, benefit plans and baselines, benefit logic and dis-benefits, optimism bias, ownership, independent challenge and approval; the portfolio value map, reprioritization, stop and recovery decisions, value metrics and roll-up of domain value registers; traceability, viability, scope change, incremental value, business change and value acceptance during delivery; adoption, run-cost ownership and benefit handover at closure; tracking, attribution, finance validation and budget take-out, cost reconciliation, post-implementation and return validation, shortfall disclosure, AI value claims and one system of record; and lifecycle monitoring, hand-offs for low-value and retired assets, forecast calibration, benchmarking, controls on AI-assisted analysis and improvement. It is the value deep dive of the Technology Governance family. The hub, Technology Governance and Strategy, sets decision rights, thresholds, ranking criteria and gate authority; IT Budget and Financial Management keeps budgets, the planning calendar and savings validation; PRINCE2 portfolio and program, Project Management and AI Use Case models keep their method registers, which conform to the standards here.
Assessment Details
Audience
CIO, CFO and investment review board. Secondary: head of the portfolio or value management office, finance business partners, executive sponsors and benefit owners, delivery and product leaders, and asset and cost owners.
Purpose
Shows where business cases are optimistic and unchallenged, where benefits have no owner, baseline or attribution, where the same value is counted twice, where AI time savings are reported as cash, where failing investments continue unchecked, where run cost outgrows the case and where validated results never reach the next decision. Gives a prioritized path to a portfolio that funds, stops and learns on evidence of value.
Effort
Initial assessment: 4 to 6 hours of facilitated sessions with the value office, finance business partners, two or three executive sponsors and benefit owners, delivery and product leads and asset and cost owners. Evidence gathering: value framework and standards, a sample of business cases and benefit plans, the Benefits Register, Investment Decision Log, value map and dashboard, financial trackers, post-implementation reviews and board reports.
Cadence
Yearly, before the annual investment cycle, and after a major investment fails to deliver, a change in hurdle rates or funding model, a large AI adoption program, or a merger or restructuring that changes the portfolio.
